Subproject 50 of the Brumadinho Project seeks to evaluate the effects of the rupture of the Córrego do Feijão mine on the social protection services of the affected municipalities. An important part of the project is related to SUAS - which stands, in portuguese, for Unified Social Service System. But what is it about?
Perhaps you are familiar with SUS (that stands for Unified Health System), a health care model that is an international reference and very present in the life of the Brazilian citizen. If the idea of SUS is to offer medical assistance throughout the national territory, SUAS 'proposal is similar, seeking, however, to organize social assistance services in Brazil.
SUAS separates social assistance actions into two types:
Basic Social Protection: it is intended for the population that lives in a situation of social vulnerability due poverty, precarious (or non-existent) access to public services or discrimination by gender, ethnicity, age or disability. Basic Protection is responsible for preventing social and personal risks, offering programs, projects and services to families and individuals who fit this description. Examples of Basic Social Protection services are the Bolsa Família Program and the actions carried out by the Social Assistance Reference Center (CRAS).
Special Social Protection: it is intended for the population that lives in a situation of personal and social risk due abandonment, physical and psychological abuse, sexual abuse, compliance with socio-educational measures, homelessness, child labor, among other violated rights. The objectives of Special Protection vary according to complexity: Medium Complexity Services aims to contribute to reestablish and strengthen community bonds of families whose bonds have not been completely broken and High Complexity Services seek to provide full protection to individuals or families through services that guarantee housing, food, hygiene and protected work (for those who are in a situation of threat and need to be removed from their family and/or community). Examples of Special Social Protection actions are the Child Labor Eradication Program (Medium Complexity) and Institutional Reception Service (High Complexity).
In addition to offering programs and services directly to citizens, SUAS is also responsible for granting certification to charities and managing the linkage of social assistance organizations to the System in the National Registry of Entities and Social Assistance Organizations (CNEAS).
