Evaluating Production, Work, and Markets in the Municipalities Affected by the Rupture of the Tailings Dam in Brumadinho

Meet the Products Developed By Subproject 41+42

The research aims to evaluate production, labor and markets in the towns affected by the dam break in Brumadinho/MG.  It is understood that the study is part of a program with multidimensional characteristics that foresees the evaluation of the impacts of two axes: (i) the stoppage of a large productive unit and its local suppliers and (ii) the presence of tailings in the Paraopeba River, with restrictions on the use of the river - on the labor market and productive structure of the affected municipalities in relation to and comparison with municipalities with similar socioeconomic and demographic characteristics. As a result, a study is expected to contain (i) a detailed description of the labor market and formal production in the period prior to the dam break, through a reconstitution of the trajectory of these municipalities, (ii) comparison of the labor market and productive and business activities with other similar municipalities and regions in socioeconomic, productive and demographic terms, (iii) evaluation of the differences and symmetries in the context of the dam break, and (iv) evaluation of mitigating actions and proposition of a monitoring plan based on indicators.

The general conception of the proposal is guided by the understanding of the economic and social resilience of the affected municipalities, considering the existing asymmetries regarding the capacity to resist, recover, reorient and renew jobs and production after the disaster. The greater the economic and institutional capacities, the greater the possibilities of reorientation and renewal of the productive structure and labor market. 


Therefore, a differential of the project will be the complementation of the analysis of the productive capacities of the affected municipalities with indicators of economic complexity, which allow an additional exercise of projection of scenarios and evaluation of mitigation measures. It is expected, at the end in the research, that the Subproject 41+42 team will develop the following products:
 

  • Product 1: List of the studies, reports and other reference documents for the research organized by subject and municipality.
  • Product 2: Labor market, employment and professional qualification assessment report of the affected municipalities in the period 2014-2018. Sizing of the labor market in the economies of the affected municipalities. Original and treated, georeferenced databases should be attached.
  • Product 3: Evaluation report of the productive activities of the affected municipalities in the period 2014-2018. Sizing of the productive structures in the economies of the affected municipalities. Identification of internal and external consumer markets in the affected area, distribution systems and suppliers. Original and treated databases, georeferenced, should be attached.
  • Product 4: Report with comparison of the labor market and productive activities of the affected municipalities with similar municipalities (control groups: workers, sectors, firms, municipalities, etc.). Original and treated databases should be attached.
  • Product 5: Elaboration of scenarios for the labor market and for productive activities for the affected municipalities and for the period 2019-2023. Compare these scenarios with scenarios for similar municipalities. Original and treated databases should be attached.
  • Product 6: Evaluation of mitigating and reparative actions executed and planned.
  • Product 7: Consolidation and review of the partial products. This report should contain the primary databases and the treated, georeferenced databases, with their respective instructions for use. Original and treated databases should be attached. In addition, dissemination material in appropriate language for lay and non-specialized audiences is foreseen.

Thus, the Subproject proposes to offer inputs that allow not only to understand the impact of the disaster, with information collected, but also to formulate, monitor and evaluate mitigation proposals that contemplate the replacement of jobs and the repair of economic activity oriented towards a more favorable pattern of sustainable development.
